is old but the registration is not: it was re-registered in November 2025, and

the prefixes it announces carry the hallmarks of assembled, brokered address space

rather than a network of the holder's own.

What it's used for

• Announcing roughly a dozen scattered /23s and /24s. There is no reverse DNS on any of them, so there is no observable evidence of what the addresses actually carry.

Notable

• The prefixes should not be geolocated or attributed to the holder. They are drawn from three different registries at once (APNIC, RIPE and ARIN) and are registered to unrelated third parties, not to chiaochiao: Taiwanese blocks sit under Mysense Corporation, MaiFeng Electronics and Carl International Information, while the RIPE /24s are registered to a "Private Customer / Private Residence" and the ARIN space to an "Internet Utilities NA LLC" at a Wilmington, Delaware registered-agent address.
• Scattered small prefixes, pulled from multiple registries, held in other companies' names, with no reverse DNS, is the shape of IP address leasing. It is deliberately left unclassified here rather than filed as hosting or as an ISP.
• The CDNEXIS name suggests a content-delivery network, but nothing in the routing or the DNS supports that claim.

Interesting

• The AS previously carried an entirely different handle and holder. A low number changing hands is a reminder that the number alone says nothing about the operator behind it today.
