TISNET is TISNet Technology Inc. (協志聯合科技), a Taipei IT-services company in

the Tatung group. The AS announces a single legacy 139.223.0.0/16, and the

reverse DNS across it lands on tatung.com.tw hosts.

What it's used for

• The corporate network of Tatung, the Taiwanese electronics and heavy-electrical manufacturer, together with the network and cloud services TISNet builds on top of it.
• TISNet's own business is enterprise IT: network integration, hosting and web work, domain registration, software licensing and information-security services.

Notable

• This is an enterprise/corporate network, not an eyeball ISP. The reverse DNS that exists resolves to internal-looking Tatung machines such as routers and servers under tatung.com.tw rather than to any subscriber pool. Much of the /16 carries no reverse DNS at all.
• The registered address on the AS object, on Chungshan (Zhongshan) North Road in Taipei, is the Tatung headquarters site, which is what ties the operator to the group rather than leaving it a standalone hosting name.

Interesting

• The holder name gives no hint of Tatung, and the address space is registered under TISNET-TW rather than anything Tatung-branded. Reverse DNS is what makes the relationship visible.
• A whole /16 for one industrial group is a mark of an early Taiwanese allocation, from an era when a large manufacturer could take class-B-sized space for its own use.
