What it's used for

• Backend connectivity for a smart-metering platform: the head-end systems and meter-operations management that collect interval reads from electricity meters in the field.
• Samart has run AMI deployments for Thailand's Provincial Electricity Authority (PEA), the utility serving the country outside Bangkok.

Notable

• A purpose-built AS, not a general ISP. The name says what it is: this address space exists to serve one line of business.
• Tiny by design — two /24s out of 210.246.198.0/23, around 512 addresses. The meters themselves talk over cellular (NB-IoT/LTE), so the AS carries the collection platform rather than the endpoints.
