Otecel S.A. is Ecuador's second-largest mobile operator, long known by the Movistar brand under Telefónica and now owned by Millicom, which is rebranding it to Tigo. This ASN is one of the numbers the operator uses to route subscriber-facing address space.

What it's used for

• Mobile broadband and cellular data for Otecel's Ecuadorian subscriber base. Reverse DNS on the announced 186.65.0.0 ranges follows a bamNNNNNN.prc.com.ec pattern (bam for banda ancha móvil, Spanish for mobile broadband), which is the signature of a consumer mobile data pool rather than servers or corporate infrastructure.
• A modest footprint of about a dozen /24s plus LACNIC ranges in 181.188.200.0 and 200.7.234.0; the operator's larger pools sit elsewhere, so this AS carries only part of the network.

• This is an eyeball network: the addresses behind it are handsets and mobile-broadband customers, not hosting or transit.
• Millicom completed its purchase of Telefónica's Ecuadorian unit in October 2025 for roughly USD 380 million, retiring the Movistar brand in the country in favour of Tigo. The legal entity holding the ASN, Otecel S.A., is unchanged.

Interesting

• The low AS number is a genuine 1996 LACNIC-era registration that predates the operator's current branding by decades. The corporate nameplate above it has now changed at least three times while the routing identity stayed put.
