LEIVO is a Saint Petersburg internet service provider, a Russian-Finnish company trading as ЛЭИВО and registered in RIPE under Communications Informatics Ltd. Its aut-num describes it plainly as an "IP service provider".

What it's used for

• A single /19 (194.105.192.0/19), which the registry shows carved into dozens of small assignments to named corporate clients — companies, organisations, and even a few downstream providers in the Leningrad region. One sub-block is LEIVO's own hosting.
• Peering is local: the aut-num lists SPB-IX and MSK-IX, the Saint Petersburg and Moscow exchanges.

Notable

• The assignment pattern is the tell. A residential ISP hands out pools; this one hands out /28s and /27s to named businesses. Treat it as a business-access and small-transit network rather than an eyeball provider, even though it also sells consumer service.
• The netname on the allocation, RU-CCI-961126, follows RIPE's date-stamped convention and points at a mid-1990s registration — early for a Russian commercial provider.

Interesting

• LEIVO's product list spans dial-up, xDSL, leased lines, web hosting, domain registration, VPN and IPTV. That breadth is characteristic of a first-generation city ISP that survived by adding every service its customers asked for rather than by specialising.
