• This is residential/business access space, so an IP here is usually a subscriber line rather than a server. Reverse DNS across the range lands on embarqhsd.net ("Embarq High Speed Data"), still bearing the old brand years after the merger.
• A large eyeball footprint of roughly 173,000 addresses across about 90 prefixes, typical of an ILEC's fragmented DSL pools.
• Some of the space is assigned to institutional customers on the same plant, so not every IP is a household.

Interesting

• The name is a fossil record of two acquisitions. Embarq was spun off from Sprint as a standalone local-telephone company in 2006, then acquired by CenturyTel in 2009 to form CenturyLink. The AS handle still says EMBARQ.
