AS11999 REJISCOMM-NET

REJISCOMM-NET is the REJIS Commission, the Regional Justice Information Service in St. Louis, Missouri (4255 W Pine Blvd). REJIS is a joint public agency of the City of St. Louis and St. Louis County that runs shared criminal-justice information systems for law enforcement, courts and corrections agencies across the Midwest.

What it's used for

• Public-sector data processing for justice agencies, not commercial service. RIS observes four announced /24s totalling 1,024 addresses, no IPv6, and two observed neighbours. A kilobyte of address space behind two upstreams is a single-site agency network with a little redundancy, nothing more.
• Three of the four /24s (208.85.72.0/24, 208.85.73.0/24, 208.85.74.0/24) are registered in ARIN to the REJIS Commission itself under NETBLK-REJISCOMM. Registrant and announcer match.

Notable

• The fourth prefix, 198.246.32.0/24, is registered to St. Louis County Government. That is not a third-party tell. REJIS was created jointly by the City and the County, so announcing the County's block is announcing space for one of its own founding members: intra-government, and exactly what a shared regional service bureau exists to do.
• No PTRs came back on the eight addresses sampled. That is a sample, not a finding, and nothing here is inferred from it. The identification rests on the registrant data and the holder record, which agree.

Interesting

• REJIS dates to 1974, when the City and County built a shared system to return stolen-vehicle lookups to officers in real time. The network is small because the workload is records access for member agencies, not public-facing service.
