nobody, but every prefix the AS announces is registered in ARIN to Vegas.com,

which settles it.

What it's used for

• Hosting the company's own online booking platform. The AS carries roughly 768 addresses in a small set of /24s — 192.5.73.0/24 under the VEGASCOM-NET01 handle plus consecutive blocks from 199.255.252.0 onwards under VEGASCOM-NET02 — all first-party space.
• This is a content and e-commerce network: a company that sells things over the web and runs its own front-end infrastructure on portable address space. It is not an ISP, and it hands addresses to nobody.

Notable

• Two observed neighbours. A retailer with a transactional website needs its site to stay reachable, so it multihomes across a couple of upstreams and holds its own addresses to make that possible without renumbering. That, and nothing more, is why a travel site runs BGP.
• The tidy inventory — one RIR, one registrant, contiguous /24s — is worth noting precisely because a scattered set of small blocks is often the shape of leased address space. Here the blocks are scattered in size but not in ownership.

Interesting

• 192.5.73.0/24 is a legacy 192.5 block, address space handed out long before Vegas.com existed as a business. Old address space in a company's hands says something about how it acquired addresses, and nothing about how old the company is.
