The four neighbours are the point of the whole thing — a tiny address footprint attached to a disproportionate role in how a country reaches the rest of the internet.

This is deliberately not classified as hosting, eyeball or transit product space. An exchange-point AS holds peering-fabric and NAP infrastructure addresses; classifying 200.0.16.0/24 as though it served end users or servers would mislabel every address in it. RDAP on the prefix failed during collection, which is a gap in the evidence and not a clearance.

Interesting

Cuba's connectivity is unusually concentrated: one state carrier, one exchange, and a small number of international links. That makes an AS this small structurally significant in a way its 256 addresses cannot convey — the size of the block says nothing about the importance of the function.
