RIS shows two IPv4 prefixes, 216.106.63.0/24 and 64.85.213.0/24 (512 addresses), no IPv6, and a single BGP neighbour. That is an enterprise multi-siting two blocks behind one carrier, not a provider: a network selling transit or serving eyeballs would show many neighbours, and this shows one.

Both the registration and the reverse DNS point the same way and reinforce each other. ARIN records the prefixes as SOCKET-MFA-OIL-1 and SOCKET-MFA-OIL-2, with MFA Oil as the org, and the sampled PTRs resolve under reverse.socket.net. Socket is a Missouri ISP, and the space is carrier-assigned customer space reassigned to MFA Oil by SWIP. The registrant is the holder, so there is no third-party or leasing pattern here, and the upstream's default rDNS on the addresses is exactly what customer space normally wears. It also independently corroborates the geography: a Missouri cooperative sitting on a Missouri regional carrier.

The name invites a misread. This is not an oil major or an exploration company. MFA Oil is a downstream fuel-distribution cooperative owned by its farmer members, and the network is sized accordingly: two /24s, one upstream, no IPv6.
