ARIN still carries the ASN under its Los Angeles registration, assigned in 2005.

RIS sees 93 IPv4 prefixes carrying 63,488 addresses, 4 IPv6 prefixes, and just 5 observed neighbours — tens of thousands of addresses behind a very small set of upstreams, which is the shape of an operator terminating customer circuits rather than a transit carrier moving other networks' traffic.

The reverse DNS is unambiguous about the customer type: address after address resolves as 198-211-192-05.static-ip.telepacific.net and 5.ne.business.static.dsci-net.com — static business IPs, the second set carrying the domain of DSCI, the north-eastern managed-services provider TPx acquired in 2016. One sampled address answers directly as firstcash.com. No dynamic pools, no eyeball-style naming.

The prefix registrants look scattered at first glance: 206.193.192.0/19 registers to Blue Fish Pediatrics, 198.211.192.0/20 to Willbanks Metals, a /24 to Voice Runner, Inc. These are carrier SWIP reassignments — a CLEC recording which customer sits on which block — and the customers are exactly the healthcare, manufacturing and voice-reseller businesses TPx says it serves. It is the opposite of the leased-address tell: the registrants are related to the holder as its own end customers, and the rDNS is first-party throughout.
