What it's used for

Unclear, and the card says so rather than guessing. RIS sees one IPv4 prefix,

23.167.88.0/24 (256 addresses), one IPv6 /40, and exactly one observed

neighbour. A single neighbour means the AS buys transit from one upstream and

sells none: this is an end network, not a carrier. The /24 is registered in ARIN

to HeadFirst Communications itself, so the space is self-held rather than leased

in from a third party, which rules out the IP-brokerage shape.

Notable

• ARIN dates the AS number to November 2023. Despite the low five-digit number, this is recently reissued space, and nothing about the network is an early-internet artifact. The registration contact is an individual, and the postal address is a rural one, which is the profile of an owner-operator rather than a corporate NOC.
• The IPv6 allocation is notably generous relative to the IPv4 footprint: a /40 is enough to hand a /48 to thousands of downstream sites. That is the shape an operator adopts when it intends to delegate to customers, but intent is not evidence, and no reverse DNS was observed on the addresses sampled to confirm what actually lives there.
