What it's used for

Corporate connectivity for the company's own operations. RIS observes exactly one announced prefix, 199.242.245.0/24 (256 addresses), with five observed BGP neighbours. A few neighbours against a single /24 is the signature of a business that multihomes for resilience, not one that sells transit.

The reverse DNS is the strongest evidence on this card, because it is first-party and it names the building. 199.242.245.5 resolves to dc-fw-asa2.eaganhq.ntwk.whcc.com and 199.242.245.133 to s199-242-245-133.ip.ntwk.whcc.com. Those hostnames are self-describing: dc-fw-asa2 is a Cisco ASA firewall in a data-centre role, and eaganhq places it at the company's headquarters in Eagan, Minnesota. A network naming its own edge firewall inside its own domain is running its own space for itself.

ARIN registers the prefix as WHCC to White House Custom Colour, Inc. Registrant, announcer and rDNS all agree, which is exactly the case where the prefix-registrant check exonerates rather than convicts.

The company is a business-to-business lab: photographers upload orders and it prints, mounts and ships them. So the AS carries an order-intake and fulfilment operation, plus ordinary office traffic, rather than any consumer eyeball population.
