AS11830 belongs to the Instituto Costarricense de Electricidad (ICE), Costa

Rica's state-owned electricity and telecommunications utility. It is the main

carrier of ICE's national network, marketed to consumers under the Kölbi brand.

What it's used for

• National eyeball access. RIS observes roughly 1,910 IPv4 prefixes covering about 1.5 million addresses, plus 38 IPv6 prefixes, against only 18 observed neighbours. That combination, a very large address pool with a small peering fan-out, is the signature of an access network serving end users rather than a wholesale carrier selling transit to other ASes.
• The inventory is almost entirely LACNIC space: aggregates such as a /12 and several /14s out of 201.192.0.0, alongside 181.193.0.0/16 and 163.178.0.0/16, with IPv6 out of 2001:1334::/30 and the 2800:: range. Blocks of that size are held by incumbent operators, not resellers.

Notable

• ICE is unusual in being one legal entity for both the power grid and the telecom network. The same institute runs generation and distribution as runs fixed broadband and the Kölbi mobile business, so the AS sits under what is, formally, a government utility rather than a private carrier.
• No PTRs came back on the addresses sampled here. That is a sample, not a finding, and nothing about the network's role is inferred from it.
