Three registrants appear across four prefixes and all three are consistent with a state agency, not with leased inventory. Two blocks register directly to NCAOC. 68.119.182.0/23 registers to MCNC NCAOC — MCNC is the non-profit that operates North Carolina's research and education backbone and provides connectivity to public institutions in the state, so a joint netname is exactly right. The fourth, 68.119.186.0/23, registers to Charter Communications and its addresses answer under biz.spectrum.com. That is provider-assigned space wearing its upstream's default reverse DNS, a routine arrangement and not evidence of a third party in the network.
