MPINET is MPInet, the network operating under the same roof as Smart City Telecom, the fibre and telephone provider for Central Florida — Celebration, Lake Buena Vista and Bay Lake, the communities built around the Walt Disney World property. MPInet is the business-services face of the operator; Smart City is the consumer-facing brand. This is an access ISP.

What it's used for

Subscriber connectivity, residential and business. RIS sees 164 IPv4 prefixes, 73,216 addresses, no IPv6, and 9 observed neighbours. Read those two numbers together and the role is unambiguous: a very large, heavily deaggregated address inventory against only nine BGP adjacencies. A wholesale carrier with 73,000 addresses would peer with hundreds of networks. Nine neighbours means this AS takes transit and hands the addresses to end users. It is an eyeball network.

The reverse DNS settles it beyond argument, and it is unusually complete for a network this size. Address after address resolves as cust-66-90-30-5.smartcitytelecom.com, cust-216-53-220-5.smartcitytelecom.com, cust-207-190-12-5.smartcitytelecom.com — a per-customer PTR template, which is what an access provider generates for subscriber pools. Alongside them sit .host.smartcitytelecom.com, .host.smartcity.net and *.host.smartcitymetro.com for hosted and business services. Three domains, one operator, and every one of them first-party.

Interesting

The prefix registrants split between MPInet (MPINET, MPINET-2BLK, MPRD-MPINET) and Smart City Telecom (SMARTCITY-1BLK). That is exactly the registrant mismatch that can look like leased space, and it is not: the rDNS on the Smart City-registered blocks is the same smartcitytelecom.com customer template as everywhere else, and both names are the same business. Two brands, one network, one inventory — corporate history, not brokerage.
