The registrants are the corporate history, not a red flag. 74.209.162.0/24 registers to Chirisa Technology Parks; 209.20.152.0/24 and 209.20.153.0/24 register to Chirisa Piscataway Inc., the entity holding the New Jersey site at Piscataway. Different legal names, one group. That is intra-group registration, which is exactly the false positive the IP-leasing test is designed not to fire on.

The reverse DNS on 74.209.162.x resolves under spo1.net.bytegrid.com. ByteGrid was a previous operator of data-centre space that passed through subsequent owners before landing in this group, and the PTR template simply never got renamed.
