BMTS is Bruce Telecom, the incumbent telephone and broadband operator for Bruce County on the Lake Huron shore of Ontario, headquartered in Tiverton. The handle preserves its former name, the Bruce Municipal Telephone System, and the operator's domain is still bmts.com.

What it's used for

RIS sees 31 IPv4 prefixes carrying 17,664 addresses, one IPv6 /32 (2604:5340::/32), and four observed neighbours. Four adjacencies against a five-figure address estate is a textbook eyeball network: the addresses exist to be handed to subscribers, and the network buys a small number of upstreams rather than selling transit to anyone. A wholesale carrier of the same address size would show two orders of magnitude more neighbours.

The reverse DNS is unusually explicit about what the space carries. Sampled addresses across 216.183, 173.241 and 209.240 come back as PPPoE-216-183-144-5.bmts.com, PPPoE-209-240-120-5.bmts.com and so on, over and over. PPPoE is the session protocol used to authenticate DSL and fibre subscribers, so these are consumer and small-business access pools named by the mechanism that hands them out. That is the access technology, not the customer type, but combined with an incumbent county telco as the holder it points one way.

Notable

Almost every prefix is registered in ARIN to Bruce Telecom itself (BMTS-NET, BMTS-NET2, BMTS-NET3), so holder, registrant and announcer agree across the inventory. One small block, 204.19.18.0/24, is registered to Newlink Telecommunications — a single /24 among 31 prefixes, which reads as a carried customer or partner block rather than anything that changes the character of the network. The PTR clock.bmts.com on 216.183.128.5 is the operator's own time server sitting on subscriber-facing space.
