That is a service provider that aggregates a lot of customer space but buys its transit rather than selling it.
• Reverse DNS shows the customer-facing edge directly: 65.48.96.5 -> 65-48-96-5.static.fusionconnect.net and 69.60.192.5 -> ...static.fusionconnect.net are static-IP business access pools, and ge-0-0-0.ar1.kth.cle.oh.fidelityaccess.net is a named aggregation router in Cleveland, Ohio.

Notable

• The registrant list looks alarming at first glance — Fidelity Access, Fidelity Voice Services, Advanced System Technologies, Technology Xperts, SIMLAB-NOC, a block named for American Greetings — but this is the acquisition and SWIP pattern, not brokerage. The rDNS on those very blocks resolves under fidelityaccess.net and fusionconnect.net, i.e. the announcing operator's own domains, and the named businesses are customers or absorbed companies rather than unrelated shells. First-party rDNS over "scattered" registrants is the exoneration, not the conviction.
