DOE-NTS-AS is a U.S. Department of Energy autonomous system. The handle's NTS and the prefix registrant handle DOENV both point to the department's Nevada operations — the site historically known as the Nevada Test Site, today the Nevada National Security Site.

What it's used for

Government network connectivity for a single DOE site. The AS announces one v4 prefix, 192.100.51.0/24 (256 addresses), one IPv6 prefix, 2607:2080::/32, and RIS sees it with a single neighbour. That is a minimal, self-contained edge: one upstream, one small public block, and enough BGP to hold its own space. There is no provider behaviour here and no sign of general-purpose hosting — a site network with a small public face is what a federal facility looks like when almost everything it does sits behind that face rather than in front of it.

The /24 is registered in ARIN directly to the U.S. Department of Energy, matching the AS holder exactly. Holder and registrant being one and the same removes any question of leased or third-party space.

Interesting

The IPv6 allocation is a /32 — the size a service provider would receive — against a single IPv4 /24. Large federal allocations of this kind are typical: the space is requested for an organisation's long-term addressing plan, not sized to what is currently announced, so the v6 footprint says little about how much of it is actually in use.
