WCI-NET is West Coast Internet Incorporated, a southern-Orange-County ISP based in the Capistrano Beach / San Juan Capistrano area of California. It is best known as the internet provider for Laguna Woods Village, the large retirement community in Laguna Woods.

What it's used for

Residential access. RIS sees 60 announced v4 prefixes carrying 12,288 addresses against just two observed neighbours — a lot of prefixes and very few peers, which is the shape of an eyeball ISP deaggregating its own blocks, not of a carrier. The bulk of the space is 216.115.224.0/19 sliced into /20s, /21s and /24s, with 104.193.0.0/21, 104.153.144.0/22 and 209.16.128.0/22 alongside it.

Notable

The reverse DNS ties the network to its service area precisely. Sampled addresses come back as ppp-5.240.lw.fea.net, ppp-5.248.lw.fea.net and similar under the company's fea.net domain — ppp- marks subscriber access pools, and the lw label lines up with Laguna Woods. The ARIN registrant handles say the same thing out loud: the 104.193.0.0/21 space is registered as WCILW, alongside WCI-BLK-1, both to West Coast Internet Incorporated.

Interesting

Holder, registrant and rDNS domain all agree, so there is no leased-space question to answer. The only oddity is cosmetic: the customer-facing domain (fea.net) shares nothing with the corporate name, a leftover of the branding an ISP of this vintage accumulates.
