AS11650 PLDI

PLDI is Pioneer Long Distance, Inc., the arm of Pioneer Telephone Cooperative that carries the internet and mobile traffic of one of the largest rural telephone cooperatives in the United States, headquartered in Kingfisher, Oklahoma. RIS sees 13 IPv4 prefixes and roughly 67,600 addresses, one IPv6 prefix (2604:2e00::/32), and 9 observed BGP neighbours.

What it's used for

Rural subscriber access, in two distinct flavours, and the reverse DNS separates them cleanly. Four /19s and a /20 answer under names like 216-195-32-5.dyn.hsi.pldi.net and 68-235-144-5.dynsouth.hsi.pldi.net — hsi for high-speed internet, dyn for dynamically assigned: these are ordinary home broadband pools. A second group of /20s answers under mobile.pioneercellular.net and mobile.pioneerenidcellular.com, which is the cooperative's cellular data network. So the AS carries both fixed residential broadband and mobile subscribers, with the fixed side roughly twice the size of the mobile side by address count. Every prefix the pack resolved registers to Pioneer Long Distance, Inc. itself under PLDI-NET: self-held space, nothing leased.

Nine neighbours against 67,000 addresses is an eyeball network buying transit and peering modestly, not a carrier selling it.

Notable

Rural American telecom is built out of interlocking cooperatives, and the naming shows it: Pioneer Cellular is a partnership of several Oklahoma and Kansas telephone cooperatives rather than a single company, which is why one AS ends up announcing space that answers under more than one brand. One sampled address in the space resolves under ptci.com, a domain belonging to a different Oklahoma cooperative — consistent with that shared structure, though the sample alone does not prove the relationship.
