What it's used for

Corporate and back-office infrastructure for eBay. Every prefix the pack could resolve registers to eBay, Inc. itself, under a run of in-house netblock handles: EBAY, EBAY-1, EBAY-2, EBAY-QA-IT-1. That is a self-held inventory — no third-party registrants, no scattered space from other RIRs, nothing that resembles a leased or brokered block. The prefix list shows the ordinary structure of a large enterprise: a /19, several /20s and a /21 as the aggregates, plus a handful of /24 deaggregates carved out of 209.140.128.0/20 for finer inbound steering.

The single observed neighbour is the fact worth pausing on. A network of 27,000 addresses belonging to one of the largest e-commerce sites in the world ought to be densely peered if it were serving buyers directly. It is not. The user-facing marketplace is delivered through content-delivery networks and separate serving infrastructure, so what remains behind this legacy AS is the enterprise: offices, corporate systems, internal and QA environments, and vendor connectivity — announced through effectively one upstream path.
