AS-COLLINS is Collins Communications, Inc., a broadband and technology provider serving north-eastern Wyoming out of Gillette. It grew out of a two-way radio business and today sells fixed wireless, fibre and business networking across a rural service area.

What it's used for

Regional internet access for homes and businesses. The reverse DNS is uniform, first-party and complete across the sample: every address probed resolves under ccihq.net — 75-127-17-5.ccihq.net, 162-252-131-133.ccihq.net, and so on — the operator's own domain, in the sequential per-address pattern a provider uses for pools it assigns to customers. ccihq.net is Collins' working domain (its support address sits there), so registrant, holder and rDNS all point at the same company.

RIS sees 20 announced v4 prefixes carrying 5,120 addresses, no IPv6, and one observed BGP neighbour. That combination is the whole story: twenty prefixes sounds like a lot until you notice they are all /24s, they total only a /19 and change of address space, and there is a single upstream behind them. One transit provider is a customer edge, not a carrier — a wholesale network would peer with hundreds. The blocks come from two ranges, 75.127.16.0–75.127.31.0 and 162.252.128.0–162.252.131.0, all registered to COLLINS-BLOCK1-20 with org COLLINS COMMUNICATIONS INC.

Interesting

The space is announced as sixteen consecutive /24s rather than as the /20 they would aggregate into. De-aggregating a contiguous block that far is usually a legacy of how the space was assigned and routed over time; it costs the operator nothing locally, and it is a common shape on small ISPs that grew their allocations one /24 at a time.
