Notable

One prefix and one upstream is the smallest routed footprint an AS can have while still existing. The reason a body this size operates an AS at all is provider independence: holding its own /24 and originating it lets the district keep stable addressing for its public-safety systems across a change of carrier, and gives it a path to multi-homing later without renumbering anything. For an agency whose network availability is an operational-response question rather than a commercial one, that is a sensible thing to buy. It has not actually multi-homed yet, though — a single observed neighbour means one upstream today.

The /24 is registered to OFPD with org Orland Fire Protection District: holder, registrant and operator are one and the same, so there is no third-party space to explain.

Interesting

Note the 104.238.238.0/24 — that is space out of a comparatively modern ARIN range, not legacy /8 real estate. A low AS number paired with recent address space is common in this part of the number range and says nothing about when the network was built.
