RECOL-CT is Cloudsmart, a Branford, Connecticut managed service and datacentre operator. The company started in 1995 as RECOL, a business-focused ISP, and rebranded to Cloudsmart around 2016 — which is why the AS handle, the legacy netnames and the reverse DNS still say recol.

The reverse DNS is the interesting part because it shows two eras of the business coexisting in one AS. 64-207-100-133.dsl.ct.recol.net is a DSL subscriber name from the ISP era — templated, per-address, in the dsl.ct.recol.net zone. mx1.easternfiredoor.com on the same /24 is a customer's mail server, an individually named business host of the sort a colocation or managed-hosting provider runs. unassigned.isgsoftware.net across the 199.21.248.0/22 marks space held but not currently allocated.

Six neighbours against under 5,000 addresses is a regional provider with several upstreams, not a carrier. The primary business today is datacentre, colocation, cloud and backup for MSPs and municipalities, so hosting is the honest classification — with the caveat, visible right there in the PTRs, that legacy business-DSL access lines still live in the same space.
