APUA-AG is the Antigua Public Utilities Authority, the statutory corporation that supplies electricity, water and telecommunications in Antigua and Barbuda. Its telecoms arm (APUA inet / APUA PCS) is the national fixed and mobile operator.

What it's used for

RIS shows 51 announced IPv4 prefixes and 20,480 addresses, no IPv6, and 3 observed neighbours. Three upstreams against fifty prefixes is an island eyeball network buying international transit — not a carrier, which would show hundreds of neighbours.

The registrant section looks alarming at first glance and is entirely benign on inspection. Most of the announced space (38.2.64.0/19, 38.2.80.0/20, 38.131.16.0/20, 38.92.120.0/21 and their deaggregates) registers to Cogent Communications under COGENT-A; 69.79.208.0/22 registers to Columbus Networks USA. Both are upstream carriers, and 38/8 is Cogent's own allocation. Provider-assigned space announced by the customer's AS is a routine multihoming pattern, explicitly not the IP-leasing tell — that would require several unrelated registrants across multiple RIRs. APUA also holds its own block: 208.83.80.0/21 registers to APUA directly (APUA-AG1), and the sampled reverse DNS in it lands on mail.apua.ag, the utility's own mail host.

Twenty thousand addresses is a lot of space for a country of about 100,000 people, which is what a national incumbent looks like: fixed broadband, mobile data and the utility's own systems all numbered out of one AS. The mix is why the classification sits at medium rather than high — the space plainly carries subscribers, but it also carries a state-owned utility's internal networks and a mobile core, and this evidence cannot cleanly split them.
