CUMBERLAND-TECH is Cumberland Technologies International, the south-central Pennsylvania internet provider that trades as PA.net — the domain that stamps nearly all of this AS's reverse DNS.

What it's used for

RIS shows 23 announced IPv4 prefixes and 5,888 addresses, no IPv6, and 3 observed neighbours. Almost the whole footprint is a run of contiguous /24s out of 66.59.96.0–66.59.123.0, registered to Cumberland Technologies International itself under CTI-NET-1. A few thousand addresses behind three upstreams is an access provider, not a carrier.

What the space carries is written into the rDNS. Hosts resolve as wireless-66-59-115-133.rtr0.lg.pa.net, wireless-66-59-117-5.fsck.pa.net, 5ghz.qub4rt.circleeight.net, 66-59-118-133.mnrv.pa.net. The wireless- and 5ghz prefixes plus per-tower router labels are the signature of a fixed-wireless ISP: subscriber radios hung off named tower sites, each site getting its own rDNS sub-zone. Mixed in are static business assignments (ctifair2.static.rtr1.tc.pa.net) and customer-hosted services (mail.kasuru.com, an iDRAC management interface), which is normal for a rural WISP that also sells business circuits and colocation.

Notable

Two prefixes register elsewhere: 24.137.8.0/24 to PlanetCable Corp and 66.59.117.0/24 to an individual, Matthew Gillespie. Neither is a leasing signal — a customer or a partner operator's block announced by its upstream looks exactly like this, and the 66.59.117.x addresses still wear PA.net tower rDNS, so the space is plainly in Cumberland's own network. One sampled PTR reads 66-59-102-5.amazon.com. A PTR is published by whoever holds the reverse zone — Cumberland — and can name anything at all, so this is not evidence of Amazon infrastructure in the block; rDNS shows what space carries, never who holds it.
