What it's used for

The core of the AS is unmistakably an eyeball network. RIS shows 7 announced IPv4 prefixes, 5,376 addresses, no IPv6, and 4 observed neighbours. The largest block, 199.188.176.0/21, registers with the netname STOWE-CPE-SCOPE1 — customer premises equipment — and its reverse DNS is exactly what a small cable operator's subscriber pool looks like: gw.stoweaccess.com and cablepool3-5.stoweaccess.com. That is residential and small-business broadband under the company's own domain.

The remaining prefixes deserve a flag. 52.124.4.0/22, 198.212.196.0/23, 195.85.78.0/23, 160.223.200.0/23, 161.38.22.0/23 and 64.94.148.0/24 are scattered across unrelated ranges, all sharing one registrant netname (SCL-496, org Stowe Communications LLC), and together they account for more address space than the CPE pool does. That is a lot of transferred blocks for a three-town operator.

The sampled rDNS on 198.212.196.0/23 does not point at Stowe at all — it resolves to ns1327.ztomy.com, a zone with no relationship to the company. So the space is self-registered, which argues against brokerage, but at least part of it is not carrying Stowe subscribers.

The honest read: a real, findable Vermont cable ISP whose subscriber space is clear, plus acquired address blocks put to some other use this evidence does not identify. Classified residential on the core, at medium confidence, with the untidy remainder noted rather than explained away.
