The routing footprint is minimal and entirely consistent with that. RIS sees one announced IPv4 prefix, 38.71.70.0/24 (256 addresses), no IPv6, and 2 observed neighbours. A single /24 is enough for a company's public-facing edge: web presence, mail, VPN concentrators, maybe some B2B integration. It is nowhere near enough to be an access network or a hosting platform.

The one thing that needs explaining is the registrant. RDAP shows the /24 registered to Cogent Communications under the netname COGENT-A, not to Johnson Outdoors. That is provider-assigned space, not a leasing signal: Cogent hands customer blocks out of its own 38/8 allocation and keeps the registration in its name, so an end site announcing a Cogent-registered /24 from its own AS is a completely routine multihoming arrangement. The IP-leasing tell requires several unrelated third-party registrants across multiple RIRs, and there is precisely one prefix here.
