Student housing, academic buildings and administrative systems, all under one small AS with one upstream. Three thousand addresses and a single neighbour is a modest regional university's end-site, not a provider.

Most of the space registers not to the university but to CHECS — the New Mexico Council for Higher Education Computing/Communication Services, the non-profit consortium of the state's higher-education IT organisations, whose members include essentially every institution in New Mexico. Four /24s and a /22 sit under the CHECSN handle, with 192.94.216.0/24 and 192.207.226.0/24 registered directly to ENMU. A statewide education consortium holding address space on behalf of its member campuses is a legitimate shared-allocation pattern, not a third-party registrant of the sort that flags leased or brokered space.

One prefix, 216.161.32.0/23, registers to CenturyLink under a legacy Qwest netblock handle — ordinary provider-assigned space announced by the customer, and a small fossil of the carrier consolidation that reached the university's upstream long before it reached its routing table.
