AS11562 is Net Uno, C.A., a Venezuelan cable operator selling broadband and television, historically strongest in Caracas. RIS sees 179 IPv4 prefixes, roughly 48,100 addresses, one IPv6 prefix (2800:620::/32), and 10 observed BGP neighbours.

What it's used for

Residential and small-business internet access over cable. The reverse DNS is unusually explicit about it: addresses in 190.6.4.0/23 resolve to names of the form docs-res-ccs-190-6-4-5.net-uno.net — docs for DOCSIS, the cable-modem standard, res for residential, ccs for Caracas. That is a cable operator naming its subscriber pools by access technology, customer class and city, on its own domain. The rest of the sample is the generic host-190-153-x-y.net-uno.net pattern across the 190.6.0.0 and 190.153.0.0 ranges. Ten neighbours against 48k addresses is an access network with a small set of upstreams, not a carrier.

Notable

The 179 prefixes are almost all /24s carved out of a handful of LACNIC allocations that register to Net Uno itself. Heavy deaggregation like this is a traffic-engineering habit common among Latin American cable ISPs, not a sign of a fragmented or acquired inventory: the parent ranges are one operator's, and the pieces wear that operator's reverse DNS.

Interesting

One sampled address, 170.245.34.5, resolves to bbb1.losarcos.edu.ve — a Venezuelan school's server sitting inside the ISP's space, most likely a BigBlueButton conferencing host. Business customers and institutions living inside an eyeball network's address space is normal, and it is precisely why an AS should be classified by what the bulk of its space carries rather than by any single interesting PTR.
