AS11556 Cable & Wireless Panama

AS11556 is Cable & Wireless Panamá, the incumbent telecommunications operator of Panama, today marketed as +Móvil and majority-owned by Liberty Latin America. RIS sees 247 IPv4 prefixes, roughly 985,000 addresses, 16 IPv6 prefixes, and 28 observed BGP neighbours.

What it's used for

National fixed and mobile access. The inventory is the argument: near a million addresses concentrated in large, contiguous Latin American blocks — 186.72.0.0/14, 201.224.0.0/14, 190.32.0.0/14, plus a long tail of /16s and /17s out of 190.33, 201.225, 181.178 and 186.74 — is subscriber space, not server space. Nobody accumulates a million addresses in /14s to run a hosting business; that is what a country's incumbent carrier holds in order to number its broadband and mobile customers. The IPv6 side says the same thing: sixteen prefixes anchored on 2800:350::/29, a LACNIC allocation sized for a national customer base.

Twenty-eight neighbours is modest against that address count, which fits an incumbent that terminates an enormous number of eyeballs while buying transit from and peering with a comparatively small set of ASes.

Notable

Every prefix checked registers to Cable & Wireless Panamá itself in LACNIC. Two RDAP lookups in the sample failed outright, and a failed lookup is never a clearance — but nothing in the sample points at a third party, and the shape of the allocations is entirely first-party.

Interesting

The Panamanian state still holds 49% of the company; Liberty Latin America holds the controlling stake through Cable & Wireless Cala Holdings. In 2022 the operator absorbed América Móvil's Panamanian business, consolidating an already concentrated market.
