The two registrations carry different org names: 216.186.98.0/24 is registered to Heritage College and 216.186.19.0/24 to Heritage University. This is the same body under two names. The institution began in Toppenish as Heritage College, having moved there from Spokane, and later took university status; the older block simply kept the older registration. A pair of "unrelated" registrant names that turn out to be one organisation at two points in its life is exactly the false positive the IP-leasing test is designed to survive — the tell for brokered space is several genuinely unrelated third parties at once, not a stale legal name.
