What it's used for

Notable

• The neighbour count is what distinguishes this from an enterprise. Fourteen observed neighbours against only two prefixes is far more interconnection than an end site needs, and it is consistent with a regional carrier that peers at exchange points and interconnects with other Ontario networks. It is still well short of the hundreds-to-thousands a wholesale transit network shows, so this reads as a regional access and metro-fibre operator, not a backbone.

• The second prefix, 142.40.38.0/24, is registered not to the ISP but to Vale Canada Limited under the handle INCO. This is not third-party or leased space; it is local industrial history. Inco was the Sudbury nickel miner that Vale acquired, and a mining company that large is exactly the kind of anchor customer a municipally-owned Sudbury carrier would announce provider-independent space for. A registrant that differs from the holder is only a warning sign when the registrants are genuinely unrelated to each other and to the network's business, and a Sudbury ISP carrying Sudbury's biggest employer is the opposite of unrelated.
