ASN-ESB is Eastern Suffolk BOCES, a Board of Cooperative Educational Services on

Long Island, New York. BOCES are New York State regional agencies that provide

shared services, including network and internet service, to the public school

districts in their region.

What it's used for

• Aggregated internet connectivity for the school districts of eastern Suffolk County. This is the classic K-12 regional service model: individual districts do not each run their own AS, so the BOCES holds the AS number and the address space and hands blocks down to member districts.
• RIS sees 57 announced IPv4 prefixes totalling 14,592 addresses, no IPv6, and just 3 observed BGP neighbours.

Notable

• The routing shape is the interesting part and it is exactly what the service model predicts. Fifty-seven prefixes is a lot for a network with only three BGP neighbours, and every prefix in the RIS window is a /24 out of 170.161.0.0/16: 170.161.23.0/24, 170.161.64.0/24, 170.161.129.0/24, and so on. An organisation deaggregating one /16 into dozens of /24s is not building a sprawling multi-origin inventory; it is carving a single allocation into per-district or per-site blocks and announcing them individually.
• Every prefix checked is registered to Eastern Suffolk BOCES under the ESBOCES handle. Registrant and holder agree throughout, so the deaggregation is internal structure, not third-party space.

Interesting

• Classification here follows what the space carries rather than the legal form of the holder. A BOCES is a government-created education agency, but the addresses serve schools, so this reads as education rather than government.
