This is an eyeball network: home and small-business subscribers on wireless last-mile links. The reverse DNS says so directly and repeatedly. Nearly every sampled address resolves to a generated name under txol.net of the form wireless-206.82.117.5.txol.net, with a wireless-DHCP- variant on some blocks and a wireless.static.txol.net name on another. Two things follow. First, wireless plus DHCP plus per-address generated PTRs is a subscriber access pool, not server hosting. Second, the split between DHCP-named and static-named ranges is the ordinary WISP arrangement: dynamic addresses for residential plans, static ones for business customers who need them — and one sampled address resolves to munnracing.com, a customer's own site sitting on such a static.

The single observed neighbour fits: a small rural WISP typically buys transit from one upstream and has no peering to speak of.

The identity has moved. ARIN's record for this AS carries a 1998 registration date but a recent last-changed date, the holder is now New Source Broadband, and older snapshots still show it as EASTLAND-INTERNET — while the rDNS remains under txol.net, the domain of the Eastland, Texas WISP known as TXOL. The routing is one operator's; the naming is two eras of one.
