Every prefix in the registrant sample resolves to Clearwave Fiber itself — handles such as CWF-BLK-134-22-184-0, CWF-NBLK-0001 and REALLOCATED-CWFKANSAS-1. The space is first-party, and the Kansas handle even names one of the operating regions.

That deaggregation pattern — one contiguous /20-sized parent split into many /22s and /23s — is characteristic of an access network carving address pools out per market or per aggregation site, which is precisely how an FTTP provider built out of several regional footprints ends up looking.
