What it's used for

Unclear, and the evidence points two ways. The prefix is registered in ARIN to Central Point School District 6 under the handle JCSD-16 (consistent with Jackson County), and it is announced by the district's own AS, so registrant and announcer agree.

But the reverse DNS does not look like a school district. Both sampled addresses resolve to ns1327.ztomy.com. The ztomy.com nameservers belong to Skenzo, a domain-parking and monetisation platform: these are the authoritative servers that parked domains point at. A school district does not run parked-domain DNS. The pattern is what you see when a block is put to work by a third party, whether leased, hosted for someone else, or repurposed after the original use lapsed.

Two sampled addresses is a small sample, and a sample cannot prove what the other 254 addresses do. But the two that answered both answered with the same non-school hostname, which is a positive finding rather than an absence, and it is enough to stop a confident education label from being handed to this AS on the strength of its name alone.
