Enterprise IT for an insurer. The inventory is one legacy /18, 170.48.0.0/18, deaggregated down through /20s to a long run of /24s, plus a smaller 208.242.12.0/22 block. Announcing a single owned block sliced into many small pieces is the classic shape of a large corporate WAN advertising per-site or per-data-centre chunks, and it is nothing like the multi-block, multi-RIR spread of a hosting or address-leasing network.

Every sampled prefix is registered in ARIN to CIGNA. The 208.242.12.0/22 handle is UU-208-242-12-D4, a legacy UUNET reassignment that ARIN still records with Cigna as the organisation: provider-assigned space that the customer kept, not a third-party registrant. Registrant and announcer agree throughout.
