What it's used for

Colocation, dedicated servers and small-business hosting. The reverse DNS is the tell and it is thoroughly first-party: sampled addresses resolve under Static.Charlottecolo.com and static.Dasia.Net, the two brands of the same operator, with individual customer hosts scattered through the same space (mail.flygtcloud.com, mail.clenchmedia.net, a Bank of America circuit name in the Charlotte block). Static server-style rDNS across a few thousand addresses, with tenant-named hosts inside it, is a hosting inventory. There are no DHCP or PPP pools anywhere in the sample.

The prefix registrants look scattered at first glance and are not: CCCNN-1, CCCL-23 and the CHARLO-* handles are Charlotte Colocation itself, TWTC-NETBLK-4 is Level 3 / tw telecom provider-assigned space and TWTC-CHRL-C-CHCO-00 is the SWIP of that space back to Charlotte Colocation, and DWT1, Inc. and Sensus USA are named, findable businesses, i.e. colocation customers whose blocks are announced by their host. That is a carrier-and-customer pattern, not the multi-RIR, shell-registrant shape of a leased-address or residential-proxy network.

Four neighbours is a small regional host with a couple of upstreams. It buys transit and resells connectivity to the racks in its own facility.
