CENTURYLINK-LEGACY-EMBARQ-LVGS is a CenturyLink (Lumen) consumer-access AS inherited from Embarq, the local-telephone business that became part of CenturyLink. LVGS is Las Vegas: this AS carries broadband subscribers in southern Nevada. It announces 64 prefixes and roughly 169,000 addresses behind a single observed neighbour.

What it's used for

Residential and small-business broadband access. The reverse DNS is unambiguous: sampled addresses across the large blocks resolve to names like nv-76-3-128-5.dhcp.embarqhsd.net and lv-67-239-192-5.dhcp.embarqhsd.net, with nv-iptv-71-50-80-5.dhcp.centurylinkservices.net on the video side. embarqhsd is the legacy Embarq high-speed-data domain, the nv/lv tags are the state and city, and dhcp is the address-assignment mechanism for subscriber lines. Tens of thousands of addresses in dynamically-assigned /19 and /20 pools is exactly the footprint of a telco DSL/fibre eyeball network.

One observed neighbour, against 169,000 addresses. This AS is a leaf hanging off Lumen's own backbone: it does not peer, it does not sell transit, it exists to originate subscriber pools. That single-upstream shape is normal for a large carrier's regional access ASes and is the opposite of the hundreds of neighbours a wholesale carrier shows.

Nearly every prefix is registered in ARIN to CenturyLink Communications, LLC under CENTURYLINK-LEGACY-EMBARQ-BKL-* handles. One exception, 192.208.23.0/24 with wapa.gov reverse DNS, belongs to the Western Area Power Administration, a federal power marketer: a carrier customer route, not third-party leased space.
