One /24 behind two upstreams is a multi-homed enterprise edge: the retailer's internet-facing systems and the links between head office, its stores and its payment and credit infrastructure. There is nothing here that could be a carrier (which would peer with hundreds of ASes) or an access network. The reverse DNS confirms whose traffic it is: sampled addresses resolve to 206-170-79-5.lacuracao.com and 206-170-79-133.lacuracao.com, a first-party generated template on the company's own domain.

Notable

The prefix registrant looks alarming at first glance — network handle SBC20617007900024050414165323, org La Curacao.751 — but this is the benign case, not the brokered one. That handle format is an SBC (later AT&T) SWIP reassignment: provider-assigned space documented to a named business customer, with the customer's name right there in the org. Carrier SWIP records are exactly the false positive not to fire on. The registrant is the holder; only the paperwork is the carrier's.

Interesting

The name is a trap for geolocation. "La Curacao" points at the Caribbean island of Curaçao, but this AS is a Los Angeles retail business and the space is US-registered ARIN space. Reading the address, not the name, is what settles it.
