Despite the generic name it is an ordinary corporate network: the IT department of a private group, holding an AS number so the group's offices and systems can multi-home.

Two upstreams is redundancy for one organisation, not a business selling connectivity — a transit network peers with hundreds of ASes, and an ISP with 1,024 addresses would be a rounding error. Four separate /24s from three different ranges also fit an in-house network that has picked up assignments over time rather than a service provider carving a block for customers.

Every prefix clears against the holder. 192.135.136.0/24, 199.114.7.0/24, 161.129.24.0/24 and 161.129.26.0/24 are all registered in ARIN to org 14 W Administrative Services LLC, under the handles 14WEST-192, 14WEST-199 and 14WEST-161. Registrant and announcer are the same party across the entire inventory, so there is no third-party or leased-address pattern here despite the scattered-looking block list. The handle numbering is simply "one ARIN network per legacy range".

Interesting

The name is a street address, not a description: 14 West Mount Vernon Place is the group's Baltimore headquarters. It is a good example of a handle that tells you nothing about what the network does until you look up the org.
