CREDI-38-ASN belongs to Credit.com, Inc., the US consumer-finance company behind the Credit.com personal credit-score and credit-education website. The AS exists to multi-home that single company's own infrastructure, not to sell connectivity.

What it's used for

The routing is the whole story. RIS sees five IPv4 prefixes carrying 1,024 addresses in total, no IPv6, and just one observed BGP neighbour. That combination is the classic single-site enterprise shape: a /22 plus its four constituent /24s (deaggregated so each can be steered or blackholed independently), announced through effectively one upstream. A wholesale or transit network of any size peers with hundreds to thousands of ASes; an eyeball ISP with a thousand addresses would still show pools of customer rDNS. Neither is present here.

Every prefix in the pack is registered straight back to the holder: 74.121.240.0/22 and its four /24s all sit under the ARIN network CREDIT-DOT-COM-INC, org Credit.com, Inc. Registrant and announcer are the same party, so there is no sign of the leased-space or third-party-registrant pattern that would suggest the number is being used as a wrapper for someone else's addresses. This is a company running its own small routed footprint.

Interesting

A 1,024-address block is a lot for a web property, but consistent with a business that historically ran its own colocated servers and mail rather than living entirely behind a CDN. The lack of any IPv6 announcement is a fair signal that the network has not been substantially rebuilt in recent years.
