The shape is a textbook university: a large flat address holding served by a very small number of upstreams, almost certainly a state research-and-education network plus a commercial backup, rather than the hundreds of adjacencies a transit carrier shows. Nothing routes through this AS; it exists so the campus can multi-home its own space.

Almost the entire address count is one prefix — 131.151.0.0/16, registered as MST-CAMPUS — the historic class-B allocation that essentially is the campus. Two additional /24s, 192.65.97.0/24 (MST-EEC) and 192.55.114.0/24 (MST-EXTERNAL), are also registered directly to the university. Every prefix registers to the holder itself, with no third-party registrants anywhere in the inventory, which is what you expect from an institution that has held its own space since well before address scarcity.

Interesting

The netnames are internal department codes rather than marketing: MST-EEC most plausibly tracks an engineering unit, and MST-EXTERNAL a block used for externally reachable services. The absence of any announced IPv6 in the RIS window is notable for a large technical university, where v6 on campus is otherwise common.
