The registrant field looks split at first glance and is not. Four of the six /24s register in ARIN to BlackRock Financial Management (BLK-69-52); the other two, 69.52.35.0/24 and 69.52.40.0/24, register to Barclays Global Investors. That is corporate history showing through the routing table, not a third party: BlackRock acquired Barclays Global Investors in 2009, the deal that produced today's iShares business. The BGI records were simply never re-papered. This is the intra-group / post-acquisition pattern, and treating a name mismatch like this as evidence of leased or brokered space would be exactly the wrong call.
