Every prefix sampled is registered to the University of California - Office of the President, but the netnames are the interesting part: most of 128.48.0.0/16 is registered as UCDLA-NET-B and one of the 192.35.x /24s as UCDLA-FE1NET. This is the classic case where the handle names nobody — read the org: field, which is UCOP throughout, and the apparent third-party registrant evaporates.
