AS-MSEA is Mitchell Seaforth Cable T.V. Ltd., a small independent Ontario cable operator that sells internet under the EZlink brand. RIS sees 20 IPv4 prefixes, 13,824 addresses, one IPv6 /32, and 16 observed neighbours — a regional eyeball network.

What it's used for

Home and small-business broadband in rural southwestern Ontario. The reverse DNS is decisive and unusually clean: sampled addresses across four different announced blocks all return names of the form dhcp-<mac>.cpe.ezlink.ca. cpe is customer-premises equipment and the label embeds the modem's MAC address — that is a subscriber access pool, not server space. It appears consistently in 206.130.208.0/21, 163.182.220.0/22, 108.160.92.0/22 and 163.182.245.0/24, so this is the character of the network as a whole rather than one stray block. One sample, byfd-4500-x-1.ezlink.ca, looks like a piece of the operator's own access gear.

Notable

Two of the largest announced blocks — 206.130.192.0/20 and 206.130.208.0/21 — are registered not to Mitchell Seaforth but to the Avon Maitland District School Board, under the netname HURONIWAY-ON. This is not the leased-address-space pattern. It is a single, named, entirely findable local institution in the very counties this cable company serves, and its space is being announced by its ISP — an ordinary arrangement where a provider originates a customer's own registered addresses. The tell for brokered space is several unrelated registrants across multiple RIRs with no first-party rDNS; here there is one related registrant, one RIR, and EZlink's own rDNS on the subscriber blocks.

Interesting

The rest of the inventory is self-registered under MSEA and QUADRO-MSEA-NET* — the Quadro name reflecting the neighbouring Ontario telco co-operative this operator works alongside. Sixteen neighbours against under 14,000 addresses is exactly the profile of a small ISP with a couple of upstreams and some exchange-point peering, and nothing like a transit carrier.
