TSCU-01 belongs to Peak Credit Union, a member-owned financial institution serving Washington and Oregon. The handle is the giveaway to its history: TSCU is TwinStar Credit Union, the Olympia, Washington credit union that merged with Northwest Community Credit Union and adopted the unified Peak brand in 2025. This is a single-institution enterprise AS, not a service provider.

What it's used for

The internet edge of a mid-size credit union. RIS observes one IPv4 prefix, 24.104.61.0/24, carrying 256 addresses, no IPv6, and two observed neighbours. Two neighbours is the classic shape of an organisation multihoming for resilience: it buys transit from a couple of providers so that a single carrier outage does not take online banking offline. It sells transit to nobody, and 256 addresses is far too little space for anything else.

A regulated financial institution runs an AS for exactly this reason. Portable address space means the public-facing services — online and mobile banking front ends, VPN termination for branches and remote staff, secure file transfer to core processors and payment networks — keep the same IP addresses through a change of carrier. Firewall rules and partner allowlists at the other end do not have to be renegotiated. Branch connectivity itself rides private circuits, not this block.

The /24 is registered to TWINSTAR-CREDIT-UNION, org TwinStar Credit Union, while the AS holder is now Peak Credit Union. That is a registrant that has not caught up with a rebrand, not a third party: same institution, two names, one before the merger and one after. The gap is corporate history, not a leasing signal.
